EDUCATION ADVOCACY PROGRAM
The Education Advocacy Program (EAP) advocates to ensure that children with special needs, learning disabilities, mental health challenges, and/or traumatic experiences receive an equitable education with the support and services they deserve.
We believe all young people deserve access to the classroom, and support more equitable, restorative accountability practices in schools in place of traditional punitive discipline and school exclusion.

Qualifications
The Moran Center’s Education Advocacy Program services are free to qualifying participants who:
- are age 26 or younger
- live or are eligible to attend schools in Evanston/Skokie Districts 202 or 65, or the Rogers Park neighborhood of Chicago
- live at or below 80% of the federal poverty level
Intake Process
Apply online or call us at 847-492-1410 and leave a message for our team. We will return your call and conduct an intake. Once we have all of your information, we can then determine if we are able to accept your case.

- If appropriate, representation of your child in dispute resolution or Due Process hearings against the School District
Costs & Fees
The Moran Center’s legal services are free to qualified clients. You may be responsible for costs and fees associated with the representation, including expert fees, evaluation fees, and filing fees. We will discuss any potential fees with you before incurring these costs.

Individualized Education Programs (IEPs)
The Moran Center can walk you through the IEP and brainstorm with you and your child regarding whether they are receiving the appropriate services and/or whether they have been evaluated properly.
If your child did not receive services or instructions that were a part of their IEP, please reach out to the Moran Center’s Education Advocacy Team. Your child may qualify for compensatory education services.
School Discipline, Suspension & Expulsion
There are laws to protect you and your child in situations of school exclusion – reach out to the Moran Center’s Education Advocacy team to learn more.
Struggling in School
If you/your child are struggling with reading, math, and other subjects, the EAP team can talk with you about opportunities for evaluations and interventions.
If you/your child are having trouble with behavior, paying attention, following directions and/or sitting still, our team can discuss strategies for evaluations and interventions.
Rogers Park
In addition to Evanston/Skokie Districts 65 and 202, the Education Advocacy Program advocates for students who reside in and/or attend school in the Rogers Park neighborhood of Chicago.

Program Impact
We are proud to share the achievements of students helped by the Education Advocacy Program during our Fiscal Year 2024-2025 (July 1, 2024 – June 30, 2025):

100% of students improved their grades and/or test scores.

100% of students received a new or improved special education plan.

90% of discipline referrals and negative outcomes were reduced.
