Patrick joined the Moran Center in 2012, following his roles as the Health Policy Advocate for the Sargent Shriver National Center on Poverty Law and as the Legislative Director of Citizen Action/ Illinois.

Luca Guacci (he/they) serves as the Moran Center’s Managing Attorney for the Education Attorney Program, advocating to ensure that children with special needs, learning disabilities, mental health challenges, and/or traumatic experiences receive an equitable education with the support and services they deserve. With more than 20 years of experience in public interest law, Luca joined the Moran Center in 2018, following his work as a Senior Attorney at Housing Conservation Coordinators (HCC). Prior to working at HCC, Luca was a Clinical Faculty member at the University of Miami School of Law’s Children and Youth Law Clinic. He also worked at the Legal Aid Society in New York City, defending children and youth in delinquency proceedings.
